The complexity in DriveON emissions compliance is usually not the rule itself. It is applying it across staggered purchase dates, mixed model years, and used-vehicle acquisitions. A per-vehicle record built around the two official triggers avoids most surprises at plate renewal or ownership change.
A heavy-duty diesel commercial motor vehicle with a Registered Gross Weight (RGW) over 4,500 kg needs an emissions test when it is being registered by a new owner and the vehicle is older than the current model year, or when it is at least 7 model years old and the plate sticker is being renewed.
When a qualifying heavy-duty diesel unit is at least seven model years old, an emissions inspection is required as part of plate sticker renewal. Track model year against the current calendar year so the first renewal that meets the seven-year threshold is planned in advance.
Ownership transfer is an event, not a repeating calendar date. When a new owner registers a qualifying heavy-duty diesel vehicle that is older than the current model year, an emissions inspection is required. Treat every used-truck acquisition as a compliance checkpoint before plates are finalized.
A vehicle emissions report indicating a pass is generally used for 12 months from the inspection date. Recording that date on the fleet sheet helps avoid assuming a recent safety inspection also covers emissions.
In 2026, a 2019 model-year vehicle reaches seven model years of age. The remaining RGW, fuel and registration conditions must still be confirmed before you treat that unit as due for a renewal-triggered emissions test.

RGW is the registered figure on the permit. GVWR is the manufacturer's rated maximum. Do not use GVWR alone to decide whether the heavy-duty emissions trigger applies.
